Honestly, The Company or X/CG. Buddha himself don't really want to mix cause they'll run into the problem of who wants to join into the next step. But buddha also mention its up to a group vote but the problem is Harry and Luciano will probably agree with Buddha and Tony is the only one that might say lets combine same with Speedy. But speedy is gone and Tony is barely ever around the same time. So you basically have Harry, Buddha and Luciano. Harry doesn't care about the heist so he'll just agree with Buddha, Luciano plays off other so he'll just agree.
