Some islamic banks in Turkey: Kuvey Turk, Turkiye Finans Bank, Ziraat Katilim Yes, they can open bank accounts in turkey. They just need to go to the branch and give relevant documents.

For a non citizen/resident to open a Turkey bank account you also need to visit the local tax office where you are in Turkey to get a tax number, which is easy to do if you have a Turkey address.
