IN this scenario the magnets would be drawn to each other, they are mounted on the same wheels, the wheels would not move and the vehicle would not go forward. The magnets would just break their mountings to meet each other or nothing. The weaker mounting would break. Because both magnets are attached to the same wheels, there would be no forward motion.

also you are adding energy to the system by pulling one forward or back. that is not free energy. and it could work on bigger objects but the force on pulling one magnet back would need to be greater than the other forces on the objects you want to move.
