Other than using flighting from a raw 214S, you can only activate flight from 236L/M/H or their air versions with a press of S.

If you mean his 5H rejump, it's the same as any standard rejump, except instead of air dash j.M you do air dash j.L4L

Depends, casual players wouldn't know these routes or know how to do them. Comp players use whats practical for them hence why a lot don't go crazy with A Gohan unlike wawa

As of v1.28, all moves that send your character into the air grant your character super jump properties, which means you can hold the downward direction to speed up falling. So after j.214L, fast fall for a little before pressing j.L.

OH like with the 5H re jump, or some combos that require specific timing and directional imputs like Gotenks ki blast combo, 2M-5M-super jump-j5LL-j6S-j5LL. or ssj goku ki blast combo, when in the air, j5LL-7-j5LL-5S-delay-5LL. the new Piccolo ground elbow combos, 5H-Elbow cancel-5LL. Is there a trick to consistently getting dash then 2M after divine order in the last combo? I'm having trouble getting that consistently.

It's just timing. Practice a bit more and you'd get it.

It's just as you wrote, so you already know what moves they are. And that's exactly the problem with notations: they don't tell you timing in any way.
