The US did have UN resolutions for both wars (1991 and 2023). Ukraine has security assurances from both US and UK, which allows both to enter the war, defend Ukr and invade Russia, all within International Law

The victory plan is becoming more of a running joke with Ukrainian forces more or less retreating or getting pummelled on all fronts, the Kursk offensive is effectively a failure, and Zelensky is presenting a glorified begging letter to Washington because practically the entire population is without electricity and gas heating this winter, a civil nightmare that Kyiv cannot afford after the resources they squandered in Kursk.
