For this type of effect I know some free alternatives , I also use a lot ++bubbler (sometimes I use Hysteris if I want the classic statter/glitch effect) for pads and atmosphere in general. Anyway there are some good free alternatives for Portal that I recommend : ++bubbler , Argotlunar , GranuLab and PolyGas

I have Portal for quite some time, but often it's mangling the audio signal way too much when playing around with the presets. Therefore i tend to use Shaperbox 2 much more than Portal.

I know that in Studio one there is an option called event effects that allows you to apply an effect not just to a channel but also to a part of your timeline as well.
