They did have ethereal and intangible true forms (Zeus is known for transforming into light, Apollo could become shimmering sparkles, etc), but they need physical human-like forms to properly interact with the world, including powerful enemies like the Titans and their monster allies.

Between this show, the incarnation of Green Goblin in Spider-verse, Tamatoa in Moana, Killer Croc becoming a giant in Batman Unlimited: Mechs Vs. Mutants, the monster couple in the Biker Mice From Mars episode, Zordrak in The Dreamstone and Fantasia's Chernabog (he can talk in House Of Mouse, at least), talking kaiju's always seem to be villains except for in Digimon!
