Could it be that the PRC would manufacture ALL technology that it deems strategic sooner or later? If the PRC doesn't produce it today, it does NOT mean it will not replace the supply chain for strategic items later. So selling PRC strategic products is the same as feeding future competitors both in technology and financing their future products.

In a cooperative and competitive world, nobody can stay on the top of every single strategic technologies. Why invest tons of money to develop redundancy when you can simply buy them. It's simply not cost effective unless such tech is prohibitively costly or when such technology is turned into strategic barrier. Losing out billions of sales in order to choke off PRC's economy and technological advance might be futile in the long run. It's a double-edged sword. Only time will tell how successful this strategy worked out. In avoiding the choke hold, PRC is being forced to take the time and spend the money for R&D to develop such needed technologies on it's own. PRC is being taught a good lesson realizing the lack of such strategic technologies can lead to vulnerability and costly punitive.
