I suspect the excessive phlegm has to do with air pollution. When I lived in Hong Kong in 1970's to 1980's, coughing and spitting seemed to be every where. Seemed like everyone had this problem back then. At that time, air pollution was very bad (in addition to the stinky water in the harbor). Those diesel fumes from buses was quite intense. And the dust from industrial production didn't help either, and I could see the dusts floating in the air. And I thought that was normal.
Hi Dr Rex. This podcast reminds me of a myth: years ago, I noticed my colleague swallowed his own phlegm. I thought it's very gross; but he said, with a straight face, "Don't you know swallowing your own phlegm made the least harm to public? If you spit it out, virus can still spread in the air with the aerosol. Besides, acid in your stomach can dissolve the dirt, germs, bacteria, and virus...." Is it true or just a make-up? I am puzzled. Thanks for making time to answer this. :)

I saw another Chinese doctor who also said it is no harm to swallow phlegm but he won’t recommend. I suggest to wrap it with a tissue.
