It is a wheel for a fan bearing. We use industrial fans like these for automotive plants. They are usually on roofs or the top floor (penthouse) of plants. Have seen decommissioned ones spinning by themselves. Usually just takes some drafts, probably from broken windows and door, to spin the turbine.

So that spinning wheel is actually a pulley that’s connected to a blower fan assembly, which are usually found in older ventilation/air handler systems. Normally a pulley like that would be connected to an electric motor by belts. Since the motor is gone, there’s nothing keeping the blower fan from free wheeling. Since you were so high up in the building there was most likely a light wind outside that was entering the exterior intake of that fan, causing it to “motor” and spin by itself. ……or the place is just haunted. Either works for me!!
