Eff voted with ANC but some ANC MPs voted against the proposal because it was a secret ballot. 57% + 7% could not make 67% required to change the constitution.,another 3% was needed from Cope and UDM and IFP. Clearly,even some ANC MPs voted against the proposal so were all other black parties refused to vote with ANC of Zuma and EFF of Malema.
