Great! We are also planning for the same. I have some experience with the Zoom car in Gangtok, where we had to take RTO permission in Ronpo for inter-state travel. Guwahati to Shillong is also an inter-state travel. It will be great if you can provide the details of the RTO permission.

These days private cars are being provided by Zoom Car hence RTO permission is not required.

Yes you can travel in Hatchback... Its not necessary that you have to go for SUV or Sedan..
