The thing about her being assigned to parking duty first, it actually makes sense: imagine what happens if a newbie gets thrown into the worst duties first without having the on-the-ground experience and the precinct doesn't really know what you can do. It's actually a way of keeping her safe and seeing just how determined she is to stay.

Fun Easter Eggs: The sheep in the Breaking Bad type hazmat gear brewing the Night Howlers into crazy darts mentions a "Jesse and Walter" who are part of the gang. Breaking Bad reference Duke Weaselton, who sells the fake DVDs is a play on the character from Frozen called The Duke of Weselton. In Frozen people call him Weaselton and in Zootopia people call him Weselton, he corrects them in both movies. Chief Bogo talks about how life isn't a cartoon musical where your problems disappear in a musical number and tells Judy to "Let it Go." Frozen reference again. The mob boss is a type of shrew known to be ferocious. They eat several times their body weight in meat a day to survive. Also he's a Godfather reference.

Thanks.. - You ought to look up "Zootopia original plot", as there was an original version that had a much darker premise; where predators were a repressed class, subject to negative stereotyping, who had to wear a tame collar.. Possibly too dark for Disney, so it ended up being changed to this. But do look it up, it's on youtube.
