Genjutsu is described as affecting the chakra in a person therefore someone would need to have chakra in them to be put in a genjutsu its just how it works in the narutoverse. That is why in order to get out of a genjutsu a ninja is trained to disrupt their chakra flow. However, under the same premise zoro shouldn't have haki as that doesn't exist in the narutoverse. Battles between animes are dumb mostly because of this dilemma, the different power systems just wouldn't work on each other.

Yeah the Akatsuki are pretty formidable. It was neat how Zorro went straight to his 3 sword technique, as if he knew he was fighting some powerful guys.
