Can someone explain Zwag’s remark that “Stormsurge scales 15% and Luden scales half that”? How did he get those figures? Is there a simple way to determine how much better one item scales for a champion than another?

That's simple. He talks about the AP ratio of that item's damage. Luden's damages with 8% of total AP, while stormsurge damages with 15% of total AP (plus the flat part, which follows the same trend). Actually to be more precise you could include the cooldowns in the calculations but it gets a bit more complicated since luden's is a bit variable.

The additionnal stacks applies at 35% efficiency, so it would be at best 8+(5*8*.35)= 22% ratio (not sure if all is at 35% or if each additionnal stack get even more reduced) . After deathcap i feel like going every spell pen item sounds the best. Make use of as much of your ap as you can. Maligma into a team fight is great for next kill as the cricle is huge and its more resist loss... add in a abysmal and you could have real true damage. Playing a support karma i grab both for my mages sense im in peoples faces and constantly procing Maligma.
