FYI, OCE stands for Oceania. It’s the whole region that includes Australia. People from New Zealand, Indonesia, Singapore, Vietnam, and other such countries play in it. The language those people were speaking is Vietnamese. OCE is the server I used to play in (back when it was new, before that we played in NA with 150+ ping and terrible internet). Met a lot of interesting people from south east Asia while playing vidya in Australia.

I very distinctly remember seeing people typing in languages I didn’t know from that region, though I guess they could be living abroad or just logging into a different server for the day. I can’t remember if doing thst costed IP or RP though. Regardless people did it, I’d do it to play league with Americans after we got our own server. Though 90% of the time you’d want to make a new account of your planning to play on multiple servers regularly

You should try full movement speed singed. Phase rush with nimbus and celerity with ghost and then magical footware swifties approach velocity. Movement shard to top it off then you go cosmic shard mainly but can go any of the movement speed mage items extra if you feel like it then some burns
