Buy any SIM card from the airport. $10 unlimited data. But my dubai SIM card Du as well as etisalat works fine now. You can also get an eSIM.

$900++ per person depending on what kind of tours and accommodations you choose. Also depends on how many people are going together. This is based on a twin sharing basis, minimum two people. If it’s just one person, consider double.

You can definitely travel in December but many places are unreachable and frozen. So I recommend autumn. Around October November is a great time to go.
