If you've read the book, you know that Raoul was just as obsessed and cruel as the phantom. In the book he is not as normal and level headed. Christine has two men that are obsessed with her and betray her boundaries. She should've been with Erik. He would've at least developed her talent.

I feel like when Raoul was about to kill the Phantom, it was more impulse. A primal instinct that had been ignited at the first clang of the weapons and sustained during the duel, and his mind was in survival mode. When the Phantom fell, he wasn't thinking, because all this time, he had no time to think, and the primal part of his mind told him to go for it, because he was fighting for his life. But Raoul isn't like that. And most of the time, he can stand by his moral compass, and the societal code of chivalry, because he has the time to think, and he can slow down, analyze the situation, or it is safe enough to go by his emotions and values. That's why, when Christine says "No!" and Raoul snaps back into reality, he puts his sword away. He doesn't want to kill, after all. He's not a maniac like Erik. It was no murderous evil, you see, but every human has an evolved side, and a primal side that takes over in moments like this. But the primal side doesn't know how far civilisation has come.
