How deep to drill into wall. After you insert rod, what was the cut off length

Drill about 4" (2x4 depth plus drywall). The cutoff length isn't important. The length you leave extending out of the wall is determined by the depth of your mantel. I would have the rod be about 1"-2" less than the depth of the mantel.

I dip a paint stick in the white paint and then use it to stir the clear. That's about as accurate as I get.

Police shouldn't use sirens when responding to burglaries unless they're very very far away... once they get close to the burglary site the sirens are turned off for obvious reasons...

It should be a slam dunk, but it sounds like they are worried about proving it was him on all of the nights he wasn't caught. No plates and no clear face aren't as friendly to the prosecution, even though everyone knows it is the same guy.

This wreaks of insurance fraud. What kind of a MAN just watches this happen to his business over and over and over again and NEVER ONCE walks out there to have a little “conversation” with the asshole!? “Well we don’t know if he’s armed and it’s not worth dying for. Waaaa.” YES IT IS!!!! Yes it is worth the risk. It’s called being armed ALSO! And if it goes south you save yourself and future victims. THAT is what a man does. Ridiculous.

That's all pretty aggressive. As far as insurance fraud, I'd say no for two reasons. One, I don't have insurance coverage for theft and two, I would let him know the expensive stuff to steal.

Seems like he knows a guy willing to buy stolen wood and the purchaser wants good wood. But theif doesn't know jack about what has value and what doesn't. So it's took several attempts just for him to figure out what's worth stealing.
