That wasn’t the Commander Deck Winter. Each Precon Main Commander has 2 forms. Their Precon Form and a different form with an entirely different ability. You got the Jund Winter instead of the Golgari Winter.

For flubs, I’ve recently built and started playing him, it’s the most fun I’ve had ! Just throw Eruth tormented prophet in there, a Balmor battlemage captain, and a bunch of instants and sorceries. I call the deck “Russian roulette” and it’s such a blast! Another fun part is you can mulligan aggressively!

Just be sure to have enough land drops per turn, since that what has stopped me from going off sometimes, especially when eruth is not in play yet

To answer the question, yes. I have seen my Feldon of the Third Path go off almost exactly like this. Deck runs virtually the same cards as Balloon Man and I may be tearing it down so I can make a balloon man deck with Feldon in it. Got no choice with the amount of must remove enchantments and mono-red not having reliable enchantment removal but at least the two decks run almost exactly the same.
