I'd argue that Portugal 1966 was better. Ofc excluding 1930 and 1934 since those were the first, Portugal topped their group winning every match, unlike Croatia, they even defeated then-reigning champions Brazil, who won the next wc. Then they defeated NK in arguably the greatest comeback in history, went down three nil but Eusébio scored 4 goals and put Portugal 5-3 in front. They'd then lose to England but took down the USSR and got 3rd place.
