Couldn't you fix this rather cheaply by coating the window to fill the ridges yourself, but with a material that has a vastly different refractive index from the ridges? Yes you'd fill up the ridges, but now the effect has already happened internally between two materials that won't undo the scattering, so you shouldn't be able to tamper with it now. Not this easily anyway.
