The fish buff actives when you press "breed" or when you roll the skill (modify)

So basically it doesn't matter what buff you have when you press the button "breed", only matter when the dog are ready to roll the skills and the lvl??

Hi for some insight, I got Burgular Lv1 at around Lv 30 and Burgular Lv2 at Lv 70 and I would say I use ad Rerolls at half efficiency. I would max out the skills that require less points to max out and that may be of use to me that way the pool of skills would be lower and lower for higher chance of Burgular to come up. Even then I would say I was very lucky with my Burgular skill Lv1 and 2
