I don't think that's possible without modding the game in some way. Audio delay is caused either by the latency of your peripherals, or issues with emulation. To decrease latency, use wired peripherals whenever possible. Actual audio delay has more nuance to it. It might be caused by incorrect settings on your emulator, driver issues (both are easily solvable, but a pain to troubleshoot), or issues with emulation, in which case you'll have to wait until those issues are adressed by the developers. In my case there wasn't that much actual audio delay (maybe a frame or two), and I made sure to use wired peripherals, and with that the game was perfectly playable (and perfectable). It might depend on your input device (keyboard / controller), or your audio output. Wired peripherals will have shorter latencies and be more accurate than wireless ones, but of course, that depends on what type of connection is being used, your specific device, and interference from other devices nearby.

I thought of doing that back when I was editing the video, but to make it consistent I would have had to interpret 123 and 321 as hexadecimal, and it would have been sped up way too much. Nowadays I'd have done it, no questions asked. ~200% - ~2000% increase in speed? Sign me up!
