I just spent the past few hours going through this. Apparently the way you are supposed to convert Ovdal-az-Ân is to not convert but, to do the purge the warband decision using the tier 3 government reform "righting the oldest grudge". You take all of Chaingraspers' provinces then hit the decision which will decolonize the hold province. Meaning you can colonize it as a dwarf and boom whole empire conversion.

The only type of mega campaign I would ever do is the "Choose a new country every new game" type. Or maybe even choose a new one every 100 years. Keeps it interesting and fresh. But yeah mega campaigns are geberally stupid unless you are really far into the roleplay.
