I just spent the past few hours going through this. Apparently the way you are supposed to convert Ovdal-az-Ân is to not convert but, to do the purge the warband decision using the tier 3 government reform "righting the oldest grudge". You take all of Chaingraspers' provinces then hit the decision which will decolonize the hold province. Meaning you can colonize it as a dwarf and boom whole empire conversion.

I don't know that's a good question. They would be confused and probably upset they couldn't get revenge on me if Runefather said we were friends!
