Hm... No, JBP is wrong. The use of force and punishment are in the toolset of a leader and rightfully so. What matters is what else is there. Can the motives of the leader be shared? Is there a cause? As a psychologist, Peterson should know how important fear is to for human behaviour, because our sense of duty fails us from time to time. He is making a strawman argument: What X says scares people, so it is X's sole intention to scare people, therefore X is a tyrant. I would say that it is a leaders duty to explain a cause, give everyone the opportunity to say the reason behind his decision, to make sure there is indeed reason behind his decisions, again and again, and then use force, if everything fails. If a leader stops to have internal and external conversations and uses force as a default and to avoid conversations, then the leader no longer has cause, he started pretending to be a leader and became a tyrant.
