@@PardonerJauffre The clan government is obviously meant to model the prevalence of polygamy and cousin marriages in the muslim world. This is why vassals expect marriage alliances, because the assumption is that you'll have a large surplus of daughters available for marriage alliances. So I don't think it makes any sense to have clan governments in the Harad if there's no polygamy. I think all of the Harad and Rhun religions should practice polygamy, currently most don't, which is inconsistent with their clan government.
