Under layer effect there’s an effect “water fringe” (drop down menu under Effect). I turned it on on my shading layers!

Thank you! Character in the video is supposed to be an autumn fairy (wings were added off screen) so I based the colors on a typical autumn scene! Outfit itself is based on eastern attire 😊
