I think foreign students can be an asset to Pakistan, it doesn't matter about your colour, religion etc. If you go to a foreign country with good intentions, you want to stay, you can make a great contribution there, start a business etc.

I think if Pakistan wants international students, they should have Lecturers that can speak English in their lectures, that is only fair. They should help international students to learn the language to help with everyday things. They need a centre where international students can be taught in conjunction with their studies.
