You can get the horse in the barn from the polish guy in chapter 2 in the Strauss mission. Before confronting the man go to the barn. You’ll have to go through the window because it’s locked. Pet and ride the horse around until you’ve bonded with it. Then go confront the man and collect the money. Afterwards go outside and go just a little bit away from the house and whistle for the horse and it will come to you. It’s RDR magic how it gets out, but it does and you’ll have a nice looking Hungarian Halfbreed for free.
