It's available for purchase after completing chapter 3 and going to Saint Denis and starting chapter 4. The mission where you and John clear out the mansion to make it the new camp. You can only buy it after that from the Saint Denis gunsmith. Called the M1899 I'm currently duel wielding them. Wish you could get them earlier.

The M1911 is not in the game. If you are, however, looking for the M1899, In chapter 4, after completing „Angelo Bronte, a man of honor“ is the mission name I think, you can go cattle rustling with uncle. Make sure you save your game before going in to the mission. When you get to the location, shoot both of the thieves. One will either drop a volcanic pistol or an M1899. That is why I told you to save, so you can make sure you get the M1899. Hope this helps

You can get the bolt action rifle even earlier than that by taking it from the sheriff at any hanging. You'll have to lasso him so he drops it, then you can pick it up.
