Antonio would have won of course without all the restrictions since what is Ali, a boxer, supposed to do against a grappler that layed on the floor 90% of the fight? But like, the promoters of this fight really should have put some more thought into this fight. If it were a boxing match, Ali would have won of course. But it doesn't matter if it were a wrestling match or MMA style match, Inoki would have still won via wrestling. Still, 102 kicks to Ali's legs is pretty f'ed up

Inoki was smart, if this was for real - and Japanese wrestling tended to like it that way. Ali's forte was punching, but you can't punch someone lying on the ground. So he just focused on kicking from the mat.
