You would had benefitted from the freedom to roam (mainly outland) existing (in different forms) in the Nordic Countries (apart from Denmark) and some other European countries and regions. Well, in a more limited form it actually exists in Denmark (along the sea and along other water). The UK has a limited freedom to roam along some of the sea as well as along some traditional paths, apart from in Scotland, which has freedom to roam.

Although rarely sighted, adult cougars and cubs have been in the Flint Hills around Council Grove for decades. You can always ask the older farmers, ranchers and rural route mail men. I came across a starving cub on a walk near City Lake in November of 2018. Still had its spots, but past the cute and cuddly stage, maybe 30 pounds on a gaunt frame. No mistaking the long swooping tail that nearly touched the ground and disproportionate small head. I stopped and stared as it came out of the bushes and crossed the gravel road about 100 feet in front of me. It stopped and stared back. Too small to be a threat but definitely not afraid of me. Then it slowly vanished into the woods. My late father watched an adult cougar out here walking down the same road in front of his house back in 2008. A neighbor four houses down from me called the sheriff's department a few years ago after recording lions on her security cameras. Why would there NOT be a breeding population here?

Many sightings in Jefferson County. A few farmers have lost a calf to them. Game wardens are aware of them. It's a shame that people feel the need to kill them.

In about 1990 I used to walk early morning east of Plevna, Reno County. One morning I was surprised by a Cougar running out of a field to my right, jumping the fence, and crossing the road about 25 yards ahead of me. I had a very clear view of him, a full-grown animal with a long flowing tail as he ran. A few days later my wife was walking at the southeast corner of Plevna when a cougar came out of a dense clump of trees and scared her half to death as he ran down the road ahead of her. People who were hunters told me later that they regularly observed cougar tracks along the river banks south of Plevna. All the while officials denied that there were any in Kansas.

I lived in Plevna, in Reno County for 8 years. I was an ultra marathon runner who ran the dirt roads a lot. The last 3 years I lived there 2008-2011 I had 9 sightings. All of these give or take a month around December. Now I saw their tracks in the sandy and snowy roads often again only in the winter. Thought maybe they were just passing through. One killed a rabbit on my property between the house and barn.

I am from Northeast Tennessee, and the people living in the high country have talked about mountain lions for decades. The science community and Tennessee wildlife agencies laughed and called them crazy. Then, in 2015, there were 7 confirmed pictures taken on game trail camera of mountain lions in the state. They have been here the whole time up in the mountains.

around 2008 my wife, son and I came face to face with a fairly large cougar in Greenwood county in broad daylight in the middle of a rarely traveled dirt road. we spoke with the local state wildlife and parks people and were told "off the record", they were reintroducing them to help control the deer population. we also had a black panther living on our property but nobody ever believed us. we saw it many times.
