Theory: the Bad Wolf had the ability to see across time and space. She would've been able to foresee the events of The Stolen Earth, and where the Doctor would be at that point in his time stream. So when scattering the Bad Wolf message across time and space to lead Rose to become the Bad Wolf, she also left a bunch of references to it here to warn the Doctor about what was coming.

This was the turning point for me with Donna, the acting in the episode was incredible and this part was an absolute masterclass between her and Tennant in these scene, sets up the devastation of journeys end
