I find rockets are only good in naval battles. Being able to destroy a first rate with 1 hit on the sails truly is a beauty. I have never seen them being used effectively on land battles though

I think you're not taking to consideration accuracy. Mortars and rockets are super powerful, but they're late game, low accuracy unit. Shrapnels also are not really accurate on long range, and they're less powerful on short range than ganister shots. But I agree that howitzers should be in the top 3, but I think on the first place You use mines not often, and to use them, you must wait.
