The $7 parking fee helps maintain the river and surroundings as well as facilities. I believe if you buy the annual state parks pass, you can park in these pay areas. cpw.state.co.us/buyapply/Pages/ParksPassInfo.aspx

Yes, it is. It is in the south central part of the state.
