I'm guessing you're doing this after the first flush of flowers have finished blooming? Are you doing it every year, or just when you notice the lower woody growth taking over?

I have a hibiscus tree and was wondering how to do this except when my flowers die this is not what’s left behind. It’s more of a hollow shell. Do you know how I would harvest from this type of an hibiscus tree? It has a braided trunk. I don’t know if that matters.

We've got sandy soil on a hill on the foggy side of SF, and I am pretty sure Renee's scatter seeds have taken to it already. I just threw them out, put a little water with a tiny bit of fertiliser on it on them and that's it. I already have a ton of baby sprouts! It took maybe 2 weeks for them to pop out. Thanks, Renee!
