Checking the secondary (24 v) of a transformer doesn't verify that a unit is safe to work on. The transformer could have open windings on the primary or secondary and you will see 0 volts, all while having lethal voltage. Always check leg to leg and leg to ground. Leg to ground in case one leg is open. Leg to leg in case the appliance isn't grounded.

AHS is the worst. I like Old Republic the best, but I got away from all that once I built my commercial business. But your advice is correct and the best practice is repair it or replace it not reusing anything replace the equipment along with all the code standard upgrades weather it’s covered or not. None covered is sometimes a reality
