I personally believe kid buu is the strongest buu excluding buuhan, buutenks and arguably buuicolo because of picolo's intelligence but I'm not completely sure who is stronger between kid buu and super buu, they both fought against a ssj3 but I always assumed that goku was stronger than gotenks because he doesn't mess around as much and has better control over ssj3 so that makes me think kid buu is slightly stronger

My only problem with broly is that he seems stronger than cell but he only fought 4 super saiyans + piccolo and he got finished by ssj1 goku with everyones energy absorbed but by the end they were all exhausted, ssj2 gohan against cell seems like he should be way stronger than the goku that finished broly, even if everyone fought cell at once and goku tried to do to what they did to broly i don't think they would have beaten cell

Vegeta was stated by everyone including Goku that he was stronger than goku at the time at full power during the early android saga before the time chamber, and he got defeated easily, so no, Goku would not have beaten android 18 by herself suppressed, let alone both of them. The yamcha scaling is accurate in the anime continuty, but goku needs to be using the anime continuity as well, where he helped defeat cell in base alongside pikkon and later defeated pikkon at full power with an ssj2 level form, not to mention his base got way stronger. Though i do think by the time of the moro arc, the humans can be scaled to gokus super saiyan forms rather than his base because of the mooks they had to fight

A more realistic power level for Cooler would be: Cooler stated that he could see why Goku could beat Frieza in base, and Cooler was equal to that Goku. That would make Cooler's PL >120 million in his 4th From. In his Final Form it's a bit hard. His Final Form should be somewhere between 20× and 50× 120 million. It's not easy because he no selled a kaioken ×20 Kamehameha, and was overpowered by SSJ (a 50× multiplier). I'd say between 25× and 35× 120 million, about 3 billion to 4.2 billion. The Cell power level is another story, I'm not even going to get into that.
