You know it actually does make sense that the Ceaser Legion tickets would be kinda worth it to steal. Being able to rig a game that's life or death always comes in useful. That also would have been a pretty neat way to revisit what happened in Nipton later and having it help the player through their own lottery, perhaps. High enough sneak and pickpocket or lockpicking. Would have been a great way to flex special stats and give special perks too according to the trials you may have to deal woth based on the number you rigged in your favor or against.
