Luffy literally took 10 years to Master his basic move set, 2 years for haki and G2 and G-3, he only just learned advanced haki and over came G4's weakness, and he still hasnt mastered G5. Luffy is one of the hardest workers on this list. Almost everyone on here is a mix of hard work and talent Naruto has a crazy mix of genetics that gives him damn near bottomless chakra reserves plus Kurama. Thats the whole reason he can make so many clones. But hebstull worked hard to make up for his lack of talents in nin and gen jutsu. Ichigo was literally designed to have the powers possible for Aizans plan but still had to put in The effort to access those abilities.

After watching Sasuke for years, even in a weakened state I am 100% sure he would have at least put his sword up or used a kunai or swapped places with something using his Rinnegan or used substitution or even dodged to avoid getting stabbed in the eye. Personally... I'd have to say #1 gohan, #2 whis,#3 king kai. Gohan started his path and gave him good morals and basics. whis changed his entire outlook on fighting and more or less got him on a new fighting path the is more efficent and powerful. king kai was there to help him maximize his previous fighting methods to be basically one of the strongest mortals.

Whis. All the others either set up or continued the general process of Goku's training. They all imparted into Goku wisdom on how to develop, but only Whis actively challenged that development with a new path. Everyone else taught Goku the principles of hard work and dedication and expanded on those principles, but it was Whis who showed him not to solely rely on forcing you're way through a fight, but to simply flow through it. Whis taught him how to fight differently, more efficiently, and instinctively. It's Whis.
