Muslims are definitely not victims, there are two rival parties always in conflict, so in certain areas and cases muslims are threatened while in others the hindus. However all of us "feel" threatened due to this communal disharmony. But we must acknowledge that "feeling" threatened is not the same as actually being threatened. Also Indian muslims should be considered as the second biggest majority in our country rather than a minority. Because in no other country, specifically muslim countries, will anyone find a constitution to be as benevolent to its minorities as the Indian constitution is. There are Parsis who are less than 1%, Buddhists and jains who even together can't make up more than 5% of our population but are still flourishing in all areas of life and very efficiently even contributing towards their homeland, India. It is simply a matter of who considers their homeland their home and fortunately, unlike Pakistan, there are plenty of good muslims in our country who don't have the hypocrisy nor discrimination against people of different faiths
