Flight tickets were cheaper two years back. But now may be they are increased. You can get best rates of flights if you plan your trip well in advance. You can check skyscanner for searching chepeast flight rates.

Yes, tickets can be booked before Visa as well. 30 days will be calculated from day 1 of your trip which you will mention while applying for visa
