Fraud. You will not pass inspection in almost every jurisdiction in the country due to lack of fire safety. Firefighters needs access to all structures if a fire is active, Conex are dangerous for this very reason.

Based on a design I've seen that has proven effective. I believe there is much overkill. The weakest point of the containers are the roof in the center and the walls in the center. That should be the only area that needs reinforcement. In the design that I looked at, it had 3' of soil on top. And I saw a dozer driving on top of it. It is no big deal if it gets wet if it sheds off quickly, but if water is standing or pressing constantly, hydrostatic pressure would cause it to collapse. While I agree, you need proper drainage, I don't believe that many French drains are necessary unless subject to very heavy rain. And I don't believe you have addressed water shed on top of the container. His had concrete on top with rebar. But it was designed to distribute the load toward the corners. Both designs affectively block the weep holes that were built into the container originally. I'm thinking that it should be first covered in sand, after concrete, and the weep holes should be reinstalled if they were blocked. It should slope towards the edges and corners to shed water if using gunite concrete on top. Also, any doorways that are cut should be towards the corner to avoid cutting doorways in the center. A single shipping container is too small. I would avoid making penetrations top or bottom. At least one hole for exhaust top corner wall for ventilation and utilities. Make one in the wall near bottom corner for a cooling tube opposite end from exhaust. These containers were designed to be airtight. And when a ship sinks, they had been found years later, still afloat. That's after being in salt water.
