The only evident rule is a horizontal give way sign for the cars coming down from the monument on top of the Piazza, all else is right of the right, but as I see it, Romans probably believe in karma and know that one day it could be them needing to come through so they yield even when they should be going. Also, to complicate things, there is a traffic light for pedestrians on top and a bus terminal somewhere near it as well.

I'm just back and had a great time but the there are no rules on the roads , it is mental not only on the Piazza Venezia but on every street that allows traffic . They speed , weave in and out , disregard pedestrians and crossings , and park wherever they like , yes there are lots of police , but the only sirens that I heard were ambulances and lots of them. But a great place ,, just take the bus.

That's calm and easy to deal with. You must see what i've to manage every morning in the Rome suburb. Anyway the only thing you must need to drive in rome is being chaotic and think fast as the other drivers.
