I think saying people voted against free movement just isn’t true. They voted leave. Now many of those may have (and clearly was a substantial portion) also been opposed to free movement but I don’t feel that was the only thing on the table. I’ve spoken to people where immigration wasn’t really a high concern. They were more concerned with sovereignty and freedom to form better trade deals. I also strongly disagree with them on that as we can see no change in our political decision making powers and brexit has punched the economy in the face.
