I think that's where I been going wrong. For whatever reason, I convinced myself that learning arpeggios and scales would yield this result but now I'm realizing the scales and arps just tell me where to find have already tagged and what I feel emotionally... Imma go learn some phrases!

Why do people encapsulate jazz as if it's deeper or special. What you're explaining here goes for all music and it's not special to play jazz. You're just playing music.
