What African countries needs is one strong party that serves her people; Tanzania appears to have one strong party and it works better because they put forward a new President from the party after a maximum of two terms. For example Zimbabwe should be OK only if ZanuPF leaders can allow someone else within the party to be President after a maximum of two terms. That's the system that has developed China.
