Well, the most likely reason there aren't any zombies in the payday mission. Is most likely because of the virus not fully infecting them into a zombie. As L4D shows in the intro sequence once booting up the game, it says "2 weeks after the first infection." And Bill being in the mission could also tie to the fact that they're near or even at mercy hospital. The Payday characters could've either been infected, or just simply fled. But, this may just be a tie to either the Midnight Riders, or Payday. In the passing you can see a briefcase with pistols and money. However in one of the songs in the concert at dark carnival. There is lyrics in one of the songs that says "A suitcase full of pistols and money." I may just be overthinking this. But it seems very tied together and not at the same time. However, as said in the video. Payday and Counter-Strike could take place either after or before the infection. That's about all the yapping from me.
